Purchasing Policy By-law

Summary of Purchasing Policy

Purchasing Objectives

  1. Procure the necessary quality and quantity of Goods and/or Services in an efficient, timely and cost effective manner, while maintaining the controls necessary for a public agency, in accordance with the Purchasing Policy as approved by Council.

  2. Encourage an open and competitive bidding process for the acquisition and disposal of Goods and/or Services, and the objective and equitable treatment of all vendors.

  3. Ensure the best value of an acquisition is obtained.  This may include, but not be limited to, the determination of the total cost of performing the intended function over the lifetime of the task, acquisition cost, installation, disposal value, disposal cost, training cost, maintenance cost, quality of performance and environmental impact.

  4. Further, the City of Hamilton’s commitment to procure Goods and/or Services with due regard to the preservation of the natural environment and to encourage the use of "environmentally friendly" products and services, as supported by Vision 20/20 goals and strategies.

Procurement of Goods & Services

Goods and/or Services with an estimated value of up to but not including $5,000 will be acquired by departments at competitive prices in accordance with procedures established by the Purchasing Section of the Finance Division.

Request for Quotations for Goods and/or Services with an estimated value from $5,000 up to but not including $50,000 will be acquired by departments by obtaining bids from a minimum of three suppliers to ensure an adequate degree of competition.

Tenders and Proposals for Goods and/or Services with an estimated value of $50,000 and greater will be posted electronically on this website by the Purchasing Section and sent to persons on the City's bidders' list. Tender openings, unless otherwise stated, will be open to the public and will be conducted under the direction of the Manager of Purchasing or appointed designate.

Contracts for road construction are issued by the Public Works Department in accordance with the Purchasing Policy.

The City shall consider all factors in obtaining the most cost efficient and effective bid which shall be the sum of all costs, including but not limited to, purchase price, all taxes, delivery, installation, warranty, life cycle cost, operating and disposal costs incurred which meets the specifications.

Barrier-Free Design Guidelines

The Barrier-Free Design Guidelines is currently being used by all Departments and/or Divisions currently involved in the planning, design, or construction of all newly constructed and/or renovated City of Hamilton owned, leased, or operated faciliites, parks and open spaces, and infrastructure (including urban design, traffic, roads, etc.)

The intent of the guidelines is:
"To provide the community with a set of design standards that will lead to the elimination of barriers facing persons with various disabilities in the built environment"
