The Emergency Management Coordinators are appointed by the Emergency Control Group (ECG) and is authorized to administer and keep the program current.
Though the Emergency Management Coordinators have the final authority in deciding the course of the program through its day-to-day administration, major decisions will be made in consultation with the Emergency Control Group and the Emergency Preparedness Advisory Committee (EPAC).
The task of the Emergency Management Coordinators is to ensure the preparation, implementation, and evaluation of the program.
Found below are roles and responsibilities of the Emergency Management Coordinators:
- Conduct an annual review of the community emergency management program
- Conduct a Hazard Identification & Risk Assessment (HIRA) program
- Conduct the community’s critical infrastructure identification process
- Annually review the identified critical infrastructure report
- Document and annually review the existing community emergency response capability and identify and attempt to address any additional needs
- Conduct annual training for the members of the Emergency Control Group and the Emergency Operation Centre staff
- Conduct an annual exercise to evaluate the community emergency response plan and capabilities
- Ensure that the primary Emergency Operations Centre is tested annually using a static, telecommunication, specialty and/or field exercise and that all results of such exercises are documented and corrective actions are implemented in a timely manner to address areas of concern
- Develop and implement a community emergency management public information program
- Liaise with the sector EMO Community Officer at all times to ensure the program maintains the legislated standards and to request Provincial support or assistance
- Maintain familiarity with the Joint Emergency Preparedness Program (JEPP) and assist others in the preparation of funding requests to be submitted on the community’s behalf
- Provide EMO-approved Basic Emergency Management courses to appropriate municipal staff and/or others within the community
- Review the emergency management program with the EMO Community Officer
- Prepare and submit a report on the state of the emergency management program to the ECG
- Conduct monthly meetings with the ECG
- Conduct and chair monthly meetings with the EPAC
