Growth Management Division
The Growth Management Division’s main focus is growth related Development including the review, approval and inspection functions for all new development and special project implementation and planning for growth related infrastructure. Development Engineering is responsible for reviewing and approving the engineering component of development applications, issuing sewer and water permits, administering and preparing development agreements, inspection of municipal works constructed under the City’s subdivision agreement, and the review and approval of financial policies for development.
The Growth Management Division provides the following distinct services:
Infrastructure Planning

Facilitate the construction of municipal growth-related infrastructure in addition to Capital Budget Planning for growth projects.

Review Financial Policies for development (i.e. cost sharing and cost recovery between land developers and the City)

Co-ordination with Public Works for Master Servicing Plans, Master Drainage Plans, Stormwater Management and Water Distribution Analysis

Municipal Act Petitions for infrastructure extensions related to new development

Administer the Staging of Development Program which is projected to take effect in 2010.

Undertake the planning and preliminary design for Infrastructure through class Environmental Assessments for Municipal Infrastructure Projects.
Engineering Design and Construction

Engineering design approval and construction inspection for development projects

Sewer and Water Permits for commercial, industrial, institutional and multi residential developments (i.e. townhouse, condominium and apartments)

Review and approval for residential Lot Grading/ Drainage and Site Alteration work

Administration of development agreements (i.e. subdivision, consent, special service, joint service, and pre-grading agreements).
