Parking Regulations

The Parking Services Section:
  • administers parking regulations and programs on the City’s 6,100  kilometres of road
  • receives and processes 100 petitions for parking regulations annually
  • reviews and comments on 400 business licence applications annually

Parking Prohibited
Reserved Permit Parking for Disabled Residents
  • The resident holds a valid Disabled Person Parking Permit from the Ministry of Transportation Ontario
  • The vehicle to which the City parking permit is to be affixed is registered to the subject address
  • The applicant operates the vehicle or is dependant on another person who resides at the same address for transportation and who operates the vehicle
  • No suitable off-street parking is available at the subject address
  • In cases where the regulation encroaches on a neighbour’s frontage, agreement is required

Wheelchair Loading Zone
  • A disabled person who regularly requires access to transportation provided by other persons and resides at the subject address
  • A business having clients who are disabled, requests the zone and adjoining property owners/occupants are not significantly affected or they support the request

Parking Prohibited
Permit Parking (to prevent non-resident parking)
  • A petition must be circulated by the applicant and signed by 100% of the residences abutting the roadway, residing in a one, two, or three family dwelling.
  • 51% of total residents support the request  2
  • The number of permits required must not exceed the number of available parking spaces

Time Limit Parking
  • A petition must be circulated by the applicant to a minimum of 66% of residents abutting the roadway and residing in one, two, or three family dwellings
  • 51% of total residents support the request  2

Loading Zones
"No Stopping" Commercial & "No Parking" Non-commercial
  • A business must request the zone
  • Where a Business Improvement Association exists, the BIA must be consulted
  • Other businesses in the area who are likely to be affected must support the request

Alternate Side Parking / Signed
"No Stopping or No Parking" Zone Residential Land Use
  • A petition must be circulated by the applicant to a minimum of 66% of residents abutting the roadway and residing in one, two, or three family dwellings
  • 51% of total residents support the request  2

Signed "No Parking" or "No Stopping"
Zone Non-residential block (Commercial / Industrial)
  • A request must be submitted by the abutting property owner / occupant
  • Other property owners / occupants likely to be affected must be consulted

No Stopping
School Bus Loading Zone, Wheelchair Loading and Taxi Loading Zone
  • School Principal submits or supports the request
  • School Council must be consulted

Taxi Loading Zone
  • A request must be submitted by the Taxi Industry
  • Property owners / occupants likely to be affected must be consulted

Parking Meters
(Installation and Removal)
  • A request must be submitted by the abutting property owner / occupant
  • Other property owners / occupants likely to be affected must be consulted


(1) - In all cases, there must be no overriding statute extant that precludes the requested regulation.

(2) - In all cases, a request from the Ward Councillor or a consensus developed at a public meeting where the majority is represented, can stand in lieu of a petition.
