Secondary Plans

Secondary Plans are land use plans for areas of the City of Hamilton , such as groups of neighbourhoods or other defined areas. These plans provide direction for future development, by means of land use plans and policies. They are adopted by amendment into the Official Plan, to ensure that their intent is binding.

Ainslie Wood Westdale Study Area

Location:  West of Highway 403, between Cootes Paradise and the Niagara Escarpment, surrounding McMaster University.

Status:  Completed.

  Ancaster Wilson Street Secondary Plan 
Ancaster Node Secondary Plan 

Location:  Along Wilson Street East and West from Rousseaux Street to the north and Highway 403 to the south.

Status:  Appealed to the Ontario Municipal Board.

  Chedoke Brow Lands
Chedoke Browlands Study Area

Location:  South of the Niagara Escaprment, bounded by Scenic Drive.

Status:  Approved by the Ontario Municipal Board.

  Downtown Hamilton  (Land Use Plan)
 Downtown Hamilton study area

Location:  East of Queen Street, West of Wellington Street, South of Cannon Street and North of Hunter Street.

Status:  Completed.

  Downtown Hamilton Review
 Downtown Hamilton Review study area

Location:  East of Queen Street, West of Victoria Street, South of Cannon Street and North of Hunter Street, with James Street North and James Street South extensions.

Status:  On- going.

  Fruitland-Winona  (formerly SCUBE)
Fruitland-Winona Study Area

Location:  East of Fruitland Road, North of Highway No. 8 and South of Barton Street, including Winona; and the lands East of Winona, North of Highway No. 8, South of the QEW and West of the City limits.

Status:  On-going.

  Nash Neighbourhood
Nash Neighbourhood Study Area

Location:  East of Felker Creek, South of the Niagara Escarpment, West of Upper Centennial Parkway, and North of Mud Street, within the former City of Stoney Creek.

Status:  On January 21, 2008, the Ontario Municipal Board issued a decision that approved the Nash Neighbourhood Secondary Plan with exception of an appeal limited to the lands identified as “Lands Subject of Appeal” on Schedule “A3-2” Nash Neighbourhood Secondary Plan.

  Setting Sail: West Harbour
Setting Sail Study Area

Location:  Consists of the Waterfront, the area South of the CN rail yard (Barton-Tiffany), and the former industrial lands along Ferguson Avenue (Ferguson-Wellington Corridor).

Status:  The Secondary Plan (Official Plan No. 198) was appealed to the Ontario Municipal Board. A decision (By-law 12-163 and By-law 12-164) on the CN Rail appeal was issued by the Ontario Municipal Board on June 26, 2012

  Strathcona
Strathcona Study Area

Location:  West of downtown Hamilton, and is bounded by Highway 403, York Boulevard, Queen Street and Main Street.

Status:  On-going.

  Trinity  (and Trinity West)
Trinity West Study Area

Location:  Trinity West is located North of Rymal Rd, South of Highland Rd, West of the Eramosa Karst Conservation Area, and East of the proposed Trinity Church Road Extension. The overall Trinity Neighbourhood extends easterly to Second Rd W.

Status:  Trinity West - Council Approved July 23, 2010. The City’s planning study for Trinity East is currently on hold, as directed by City Council, pending further technical studies.

  Waterdown North & Waterdown South  (and Class Environmental Assessment)

Location:  Flamborough.

Status:  Approved by the Ontario Municipal Board.

  West Hamilton Innovation District  (WHID)
West Hamilton Industrial Study Area

Location:  South of Main Street West, West of Dundurn Street South and the CP railway line, North of Aberdeen Avenue, and East of Highway 403.

Status:  On October 21, 2011 the Ontario Municipal Board issued a decision deeming that Official Plan Amendment No. 210 and Zoning By-law Amendment No. 07-043 are in full force and effect as of September 30, 2011.

  West Harbour Official Plan and Zoning By-law Amendments

 West Harbour OPA and ZBA

Location:  Includes the waterfront lands along Hamilton's West Harbour from Bayfront Park to Pier 7 as well as two major waterfront open space areas: Bayfront Park and Pier 4 Park.

Status:  On-going.
