Hamilton Municipal Parking System (HMPS)

HMPS is committed to providing a wide variety of programs and services and is responsible for the life-cycle management of the municipal parking system from planning, design and construction to operations, maintenance and enforcement.

HMPS consists of the following three functional areas:

Administration and Management

Administration and Management is responsible for overall management and policy direction, as well as supporting the two operational units; Parking Operations and Enforcement Operations, in the following activities: is reponsible for overall management

Enforcement Operations

Enforcement Operations is responsible for ensuring that parking by-law regulations are effective to meet the needs of the abutting property owners, as well as traffic flow and safety. Enforcement Operations provides the following programs and services:

  • Parking enforcement writing parking ticket
  • Parking fine inquiries and payments
  • Parking ticket reviews and adjudication
  • Towing
  • Private property enforcement
  • School Crossing Guards

More than 185,000 parking infraction tickets are issued annually by the City’s 24 Parking Control Officers and 25 contracted Commissionaires.

Commissionaires also provide regular foot patrol for the downtown and business areas ensuring that all visitors to the downtown core are provided a fair opportunity to access the limited parking available.

Parking Operations

Parking Operations operates and maintains all municipal parking facilities and administers parking regulations and programs.

Parking Operations provides the following programs and services:

  • Management and operation of the City's Municipal Car Parks

  • Commercial and Residential Boulevard parking programs

  • Enactment/implementation of all on-street parking regulations

  • Disabled Parking Program

  • Contracting in services of external agencies (Royal Botanical Gardens, St. Joseph's Health Centre on the Mountain and St. Peter's Hospital)

ANNUAL PRE-CHRISTMAS FREE PARKING

Shop, dine, do business or play and park for free before Christmas. Take advantage of the City's Pre-Christmas FREE Parking Options:

Barton Village BIA, Downtown Hamilton BIA, International Village BIA, James Street North Business Association, James Street South Business Association and King West BIA - on-street parking is free at all times from November 24th to December 24th and is limited to two (2) hours.

Westdale Village BIA - on-street parking is free four (4) Saturdays prior to Christmas and the five (5) weekday business days before Christmas and is limited to two (2) hours.

Dundas BIA - parking in municipal car parks is free from November 24th to December 24th.

Ottawa Street BIA - on-street parking is free from November 15th to December 15th and is limited to two (2) hours.

Look for the message inside the on-street parking meter caps or on parking meter bags.  All parking and stopping regulations (including rush hour routes) must be obeyed at all times.

CITY HALL PARKING LOT UPDATE

As construction continues at City Hall, please be advised that the lower western portion of the City Hall parking lot (near Bay Street South) will be closing effective Tuesday, May 19, 2009.  This area of the parking lot must close due to the next phase of construction and to accommodate the heavy equipment as the removal of the cladding and curtain wall continues.
