North End Traffic Management Study

Overview:
The North End Neighbourhood is a stable residential area and is located within the West Harbour Secondary Planning area. The North End Neighbourhood is bounded by Hamilton Harbour to the north and west, Wellington Street to the East and CN rail tracks to the south. The City of Hamilton will be undertaking a traffic management study for the North End Neighbourhood according to the Municipal Class Environmental Assessment planning process. The purpose of the traffic management study will be to identify and resolve neighbourhood traffic and transportation problems through the application of traffic improvement measures.

Background:
In August 2002, the City of Hamilton initiated an Integrated Land Use and Transportation Master Plan Study for the West Harbour Area. The project was completed under the integrated planning process, as set out in the Municipal Engineer’s Association Municipal Class Environmental Assessment process (June 2000). The City, and a team of consultants, engaged key stakeholders and the broader community in a series of consultation events aimed at identifying common principles, opportunities and constraints, which became the basis for the Secondary Plan and transportation network.

Throughout the integrated study process significant public consultation occurred. During these public consultation events traffic concerns were frequently mentioned. The main concerns expressed by residents relating to traffic in the North End Neighbourhood were:

  • the infiltration of through traffic on local streets;
  • the overall increase in traffic in the neighbourhood;
  • the possible loss of on-street parking on local and mobility streets due to roadway improvements and traffic requirements in peak periods;
  • the extension of the grid network into the Waterfront development area, in particular, Pier 8;
  • the traffic generated by special events in the Waterfront area; and,
  • traffic safety and speeding.

In response to the issues raised, the City of Hamilton will be conducting a traffic management. The study will address the existing local and mobility street issues and potential future traffic infiltration. The West Harbour Secondary Plan has a policy (Section A.6.3.7.2.1) that allows the City to complete and implement traffic claming studies in areas where there is a need.
