Central Fleet offers driver training programs available to all drivers of City owned vehicles.
The training sessions are scheduled on Tuesdays. We offer Defensive Driver Training (for all drivers of vehicles under 4500 kg); and for drivers of vehicles over 4500 kg, Professional Driver Training, Airbrake Refresher Course, and CVOR Requirements for operators.
DRIVER TRAINING SERVICES:
AIRBRAKE TRAINING
This training is offered to employees who hold a current airbrake endorsement and require a refresher of the procedures and theory of airbrake operations. This combination of theory and practical training is recommended to operate an airbrake equipped vehicle safely and legally.
DRIVER / EQUIPMENT EVALUATIONS
Driver Evaluations New or existing employees may receive driver evaluations on the type and class of vehicles that the candidate/employee will operate. Our trainers will provide an objective evaluation using MTO standards following the guidelines of the Ontario Highway Traffic Act. Upon completion of the evaluation, the trainer will report the results to the employee’s department. If required, remedial driver training is available.
Equipment Evaluations Our trainers are experienced in evaluating various sizes and types of equipment currently operated by City of Hamilton employee operators. This evaluation is often used to determine if an operator is able to demonstrate safe and effective operation of equipment.
DRIVER / EQUIPMENT TRAINING
Defensive Driver Course (DDC) ~The concepts of the Defensive Driver Training Course are delivered by the trainers as offered by the Canadian Safety Council. This program is approximately six hours in-class and demonstrates the importance of spatial awareness as well as other defensive techniques. These techniques are for the operation of light and medium duty vehicles.
Professional Driver Improvement Course (PDIC) ~ Professional Driver Training is based on defensive driving concepts for large duty vehicles. The PDIC concentrates on topics like the importance of spatial awareness and brake management of large, heavier vehicles. These topics are critical to learn the safe operation of large vehicles. Time is spent explaining the Highway Traffic Act’s expectations and the expensive costs of violations while operating large commercial vehicles.
Remedial Driver Training ~ Remedial Driver Training is a review and/or education of the concepts of defensive driver training with an emphasis on theory and practice. Remedial driver training may be voluntary, recommended by departmental management, or recommended by the Collision Investigation Committee.
Equipment Training ~ Equipment training for new operators of equipment is available upon approval of departmental management. If the type of equipment training requested is not included or available, a recommendation to use an external trainer may be made.
PRE-TRIP INSPECTION TRAINING
Pre-trip inspections are legislated for vehicles that have a Registered Gross Vehicle Weight of 4,500 kg or greater. The inspection must be completed at the beginning of a vehicle’s operating work day. These inspections ensure compliance to the Highway Traffic Act as well as assist in preventative maintenance. A new pre-trip log book is available to ensure compliance of MTO audit requirements. These log books are also vehicle group specific reducing inspecting time. The City of Hamilton proposed Driver Manual requires a pre-trip inspection to be completed on all vehicles and equipment with an engine of greater than 15 horsepower. This policy is in compliance of the Ontario Occupational Health & Safety Act as well as the Highway Traffic Act. Pre-trip training of any vehicle over 15 horsepower is available. CAN ALSO BE COMBINED IN ONE SESSION WITH LOAD SECUREMENT TRAINING.
LOAD SECUREMENT TRAINING
As of July 1, 2005, the MTO has discontinued its practice of ‘Soft Charges’ in which warnings were issued, and is now issuing charges to the driver for unsecured loads. The revised Standard 10 (from the Highway Traffic Act) addresses the new changes to various types of loads and how they are to be secured.
FLEET SMART/AUTO SMART FOR FUEL CONSERVATION
Natural Resources Canada has created this program for fuel saving/fuel reduction measures to be incorporated throughout the City. This course looks at the benefits of safe, fuel efficient driving: the personal benefits, the financial benefits, and the benefits to the world’s environment.

COLLISION INVESTIGATION
As a requirement to satisfy “Due Diligence”, CVOR obligations, and to make an effort in preventing reoccurring collisions, our trainers have been certified in all three levels of Commercial Collision Investigators by the Transportation Health and Safety Association of Ontario (THSAO) to investigate collisions, determine if a collision was preventable and to make recommendations for remedial Driver Training.
COMMERCIAL DRIVER LICENCE RENEWAL
As agents for the MTO, we are able to provide MTO examinations for airbrake and vehicle classification renewal examinations for classes A, B, C, E, and F allowing employees to write the test in familiar surroundings as well as eliminating the $10 charge.
DRIVER LICENCE UPGRADES
City of Hamilton employees can receive DZ driver instruction and the MTO written and practical examinations to receive a DZ driver’s licence. Each employee must hold a valid G Ontario driver’s licence, in addition to being able to obtain a MTO physical evaluation. Employees must obtain approval from their department management. The minimum hours are 10 hours of airbrake training, 6 hours of PDIC (defensive driving), and 35 hours in-cab training. The employee’s department must authorize the use of an appropriate classed vehicle for training. This service may be delivered by an external service provider.
RESPIRATOR FIT TESTING
Our trainers are qualified to perform fit testing for City of Hamilton employees for full mask and half mask respirators, and disposable filter masks. The fit testing by our department is to assist the Occupational Health and Safety Specialists for the City of Hamilton. NOTE: The fit testing does NOT include the cost for self-contained breathing apparatus (SCBA) or the approved respirator.
