INTRODUCTION
The City of Hamilton has identified the need to complete a road extension of Frid Street at the intersection of Frid St. and Chatham St. to Longwood Road. Phases 1 and 2 of the Municipal Class Environmental assessment have been completed as part of the Kirkendall Traffic Management Study. The Frid Street Extension Municipal Class EA will address Phases 3 and 4.
The City of Hamilton is aggressively targeting transportation mode use and is emphasizing that persons walk more and ensure that streets are more pedestrian friendly. This will mean that, in some cases, wider boulevards, possibly wider sidewalks and regard for barrier free design guidelines be utilized. Good pedestrian connections between adjacent land uses and pedestrian generators (jobs, transit, schools, residential areas, commercial areas, parks pathways, etc.) will be considered.
BACKGROUND
The Kirkendall neighbourhood is located between Chedoke Expressway, Chedoke Golf Course, and Queen Street, south from Main Street, to the escarpment. Aberdeen Avenue acts as the dividing line between Kirkendall North and Kirkendall South. The neighbourhood contains a mix of residential, commercial and industrial lands.
In 2005, McMaster University announced the building of a new research innovation park that will be constructed on the former Camco site on Longwood Road South. Because the Camco site is part of the Kirkendall neighborhood, the Kirkendall Neighborhood Traffic Management study ensured that the transportation network would be sufficient as well as efficient in responding to the demand generated by both the neighborhood traffic and the Innovation Park.
To meet this expectation, the southerly extension of Frid Street from the Chatham/Frid Street intersection has been proposed. Frid Street is a main local road in the Kirkendall Neighbourhood, used to connect mainly industrial traffic to adjacent properties in the area. Frid Street along with Longwood Road, Chatham Street and others are designated as truck routes to keep truck traffic out of the surrounding residential neighbourhood. Currently there are some accessibility issues regarding Frid Street and surrounding roads. The extension of Frid Street has been proposed, along with other alternatives under the Kirkendall Neighbourhood Traffic Management Study, to address the transportation issues in the study area.
The southerly extension of Frid Street has been planned to allow for better accessibility and pedestrian connectivity between the McMaster Innovation Park, and the surrounding residential and business districts. The public agreed that this alternative would also address the bicycle network and pedestrian safety concerns, while keeping impacts to the natural environment at a minimum.
STUDY AREA
The study area is located within the West Hamilton Innovation District (WHID).
This project includes the extension of Frid Street at the intersection of Chatham and Frid Street through an existing industrial area to connect to Longwood Road and the new McMaster Innovation Park. In addition, the existing portion of Frid Street to Chatham must be reviewed (click to enlarge map).
PUBLIC INFORMATION CENTRE (PIC) AND PUBLIC CONSULTATION
Public Consultation is a mandatory part of the Class EA process. As such, the City intends to hold two PIC’s in order to consult with and inform the residents and other interested parties on the conclusion of the review. The City website will also be used to post the Notice of Completion.
The City will provide notification in the Hamilton Spectator At Your Service section of the newspaper for all notices.
PUBLIC CONSULTATION SUMMARY:
- Notice of Study Commencement and PIC#1 was posted in the Hamilton Spectator At Your Service on December 7 and 14, 2007
- A landowner meeting was held on November 19, 2007 to discuss alternative routes through their properties
- Notice of Study Commencement and PIC#1 were mailed out December 3, 2007 to area land owners
- PIC#1 was held on December 18, 2007 at the Hamilton Spectator
