Protective Plumbing Program (3P)  
   

 

Introduction

On July 7, 2011,  Hamilton City Council approved amendments to the Protective Plumbing Program, which extended the program to apply to all residential properties which are owner/occupied and connected to the City of Hamilton wastewater collection or combined sewer system. Rental residential properties are currently not eligible for the program.

The amendments address concerns of property owners who have never flooded, however are endeavoring to be proactive in taking steps to prevent flooding.

Program availability continues to be subject to funding as determined by Hamilton City Council and may be discontinued at any time without notice.


Program Rationale

In recent years, various parts of Hamilton have experienced a greater number of heavy rain events and increased basement flooding.  As part of the City's strategy to reduce basement flooding due to sewer surcharging Council has approved the Residential Protective Plumbing Program (3P)

Hamilton's Residential Protective Plumbing Program (3P Program) provides financial assistance and guidance to residential properties where the owner lives at the property and would like to make improvements to their household plumbing in order to protect their home from basement flooding as a result of sewer surcharging.

Property owners participating in the program undertake improvements to their home by completing any of the following eligible works:
 * Installation of backwater valves
 * Installation of a new sump pit and pump (installed in conjunction with a backwater valve)
 * Disconnecting downspouts 

Property owners are required to have the City's Assessment Form completed by a licensed plumber and/or sewer drain contractor who is licensed to work in the City of Hamilton before undertaking any of these works.  This is to ensure property owners are informed about what needs to be done, what risks could be involved and ultimately achieve the protection property owners seek.

Installation of backwater valves and sump pits require a building permit and inspection and must be completed by licensed plumbers and/or sewer drain contractors who are licensed to work in the City of Hamilton.  Where a building permit is required in order to complete one of the eligible improvements the cost of the permit will be reimbursed in addition to the $2000 grant.
 
The value of the 3P grant may vary depending on the actual improvements completed, and is limited to a maximum of $2000.  A 3P grant may be applied to the following eligible improvements subject to the maximum amounts:

 Maximum $2000.
    * Installation of an approved backwater valve
    * Installation of a NEW sump pit and pump in conjunction with a approved backwater valve 
Maximum $500.
    * Assessment and CCTV inspection
Maximum $40./downspout to a maximum of $200.
    * Disconnection of downspouts
