The Water, Wastewater and Storm water Program is self-sustaining with a distinctly separate budgeting process. Its revenues come from billed charges which are based on water consumed. Water charges are based on metered consumption, meters are read and the ratepayers are billed by the City’s billing agent Horizon Utilities Corporation. Both Operating and Capital costs for the water, wastewater and storm water programs are fully funded from water rates.
