Mission: Wastewater Investment Needs and Strategies (WINS) is dedicated to long-range planning and implementation of appropriate wastewater infrastructure upgrades. WINS addresses future growth, water quality and wet weather treatment to protect and enrich environmental and public health. |
Introduction:
The City of Hamilton initiated the WINS program to address the technical, social and financial needs of wastewater infrastructure over a 30 year period. The need for this program was defined by Hamilton's aging infrastructure, anticipated growth, and most importantly water quality targets established by the Hamilton Harbour Remedial Action Plan (RAP) and by Ministry of Environment Procedure F-5-5 for control of wet weather discharges. Capital expenditures to implement this program are in the millions of dollars.
The main objective of the WINS program is to provide a cost effective, logical and efficient plan to meet the following goals:

To ensure the Water and Wastewater Treatment Plants meet water quality objectives (e.g. RAP targets)

To ensure Water and Wastewater Treatment Plants meet development (dry weather) capacity requirements

To deal with wet weather flow issues in the collection system due to the high proportion of combined sewers | |
