Homelessness Partnering Strategy (HPS)

The Homelessness Partnering Strategy (HPS) is part of the Federal Government's plan to address homelessness. The City of Hamilton is responsible for administration of the program which is intended “to prevent and reduce homelessness by helping to establish the structures and supports needed to move homeless and at-risk individuals towards self-sufficiency and full participation in Canadian society.” The HPS is described as a “housing-first” approach with an emphasis on supportive and transitional housing.

  • Community Plan Assessment Summary (pdf)
    Provides an overview of relevant data regarding housing and homelessness, a summary of community assets, a description of Hamilton’s housing continuum, assessment of progress on SCPI II’s priorities and general directions for the future.
  • Community Plan Update (pdf)
    Hamilton’s Community Plan Update was approved by Service Canada in December, 2007. The Community Plan Update serves as the foundation for all HPI funding decisions in Hamilton.
