Background

The Downtown Transportation Master Plan was approved by Council in 2001 under the Municipal Class EA process. The first project constructed under the Plan was Phase 1 of the conversion of James and John Streets in late September, 2002.

The first project constructed under the Plan was the conversion of James and John Streets in late September, 2002. As expected, traffic is moving slower but there has been no significant increase in average travel times through the area. Vehicle circulation has improved but due to the limited area of the conversion in the first phase, the full benefit of the conversion has not yet been realized. The first phase was generally well received by motorists and welcomed by downtown businesses.

In accordance with the implementation schedule and based on Phase 1 experience, on March 9, 2005 Hamilton City Council approved the James/John Phase 2 Conversion beginning the Summer, 2005. It is expected that all physical works will be constructed and the conversion completed by November, 2005. This Phase 2 Conversion also includes the conversion to two-way traffic of Charlton Avenue and St. Joseph’s Drive, between James Street and John Street.

No changes to the HSR service are expected as a result of this conversion.
