West Harbour Key Project - Pier 8 Development

Pier 8 will be a vibrant urban waterfront community designed to be enjoyed by all residents of Hamilton and visitors.

The community will include:

  • approximately 1500 residential units
  • approximately 13,000 square metres of commercial and institutional space
  • over 1400 parking spaces

Waterfront Shores selected as Preferred Proponent of Pier 8 RFP

On June 13, 2018, City Council confirmed the selection of The Waterfront Shores Corporation as the Preferred Proponent of the Pier 8 Development Opportunity RFP process.

As the Preferred Proponent, Waterfront Shores now has the exclusive right to negotiate  contracts with the City to purchase and develop the Pier 8 lands in accordance with their selected proposal.

Pier 8 RFP - Public Presentation Materials

As part of their proposal submission, proponents were directed to submit materials that depict and describe their development plan in three formats:

  • multimedia video presentation
  • set of presentation panels that include illustrations and area plans
  • set of user stories that describe segments of the population that may live, work, or congregate at Pier 8

The public was invited to view these materials and submit comments that were taken into consideration by the City’s evaluators.

Pier 8 Development Opportunity Request for Proposal

On December 15, 2017 the City formally launched the Request for Proposal (RFP) process with the Prequalified Proponents.

In the RFP phase, the Prequalified Proponents will be required to submit development concept proposals that must satisfy various “city-building” objectives in addition to corresponding financial bids for the purchase of the Pier 8 lands.

Proposals will be evaluated according to these criteria:

  • Concept Plan
  • Residential Program
  • Place-making
  • Environmental Sustainability
  • Public Presentation Materials
  • Urban Innovation
  • Ownership & Financing
  • Project Delivery
  • Project Stewardship & Change Management
  • Financial Proposal

The Preferred Proponent of the RFP phase will be granted the exclusive opportunity to negotiate with the City for the purchase of, and right to develop, the Pier 8 lands.

After a comprehensive Request for Qualifications (RFQ) evaluation process, the City of Hamilton, on October 6, 2017, formally announced the five development teams proceeding to the next stage of the competitive process to win the right to develop the highly coveted Pier 8 lands:

How the top 5 teams were selected: The teams were evaluated based on predetermined criteria including: their alignment with the City’s vision for Pier 8; proof of financial capacity and stability to finance and execute a large-scale, multi-phase development; and a previous track record of developing projects with characteristics similar to the Pier 8 development.

April 4: RFP closed

December 15, 2017: The Pier 8 Request for Proposal (RFP) process has started with the Prequalified Proponents.

October 7, 2017: Formally announced the five development teams proceeding to the next stage.

July 10, 2017: The Pier 8 Request for Qualifications call closed. 13 formal RFQ submissions were received from private-sector consortia and individual companies, encompassing 31 firms in total, all of which are based in Ontario. Up to five prequalified proponents will be selected to proceed to the RFP stage that will formally commence in fall 2017.
