Southcote Road (Garner Road to Golf Links Road)

Notice of Study Completion & Public Review Period

The City of Hamilton has completed a Municipal Class Environmental Assessment (EA) to address transportation issues along Southcote Road (Garner Road to Golf Links Road). The road improvements have been planned as a Schedule C Project under Municipal Engineers Association Class Environmental Assessment (EA). Phases 3 and 4 of the process have been completed.

The recommended alternative is Design Option 3 – sidewalk on the east side of the road and multi-use pathway on the west side of the road. This option provides the best balance of improving active transportation facilities along Southcote Road and minimizing impacts to mature trees.

Public review for comments

The Class EA Environmental Study Report documenting the planning process undertaken will be available for public and agency review for a minimum 30 calendar days from June 14, 2019 to July 18, 2019.

If concerns arise regarding this project, which cannot be resolved in discussion with the City, a person or party may request that the Minister of the Environment, Conservation and Parks make a Part II Order (appeal). A standardized form is to be used by anyone who believes that the environmental assessment process was incomplete, incorrect in that it failed to follow the required process.  The required form can be found on the Forms Repository website by searching “Part II Order” or “012-2206E (the form ID number). Once completed, the form is then to be sent to both the Minister and Director of the Environmental Assessment and Permissions Branch. Their addresses are:

Requests must be received by the Minister of the Environment, Conservation and Parks by July 18, 2019. A copy of the request must also be sent to the City of Hamilton, to the attention of Megan Salvucci (address provided above).  If there is no request received by July 18, 2019, Southcote Road will proceed to design and construction as presented in the planning documentation.

Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record.

 

The City of Hamilton initiated the Municipal Class Environmental Assessment or Class EA process for improvements to Southcote Road (Garner Road to Golf Links Road).

The Ancaster Transportation Master Plan (ATMP) was completed in 2011 which reviewed transportation issues in Ancaster. The ATMP addressed Phases 1 & 2, Schedule B of the Municipal Class EA process. 

Southcote Road was identified as a Schedule C (Phases 3 & 4) project in the ATMP. The ATMP identified the need for road widening improvements to Southcote Road – three lanes with two-way left turn lane.

This stretch of road is presently a two-lane road with urban and rural cross sections. Sidewalks exist sporadically on each side of the road.
