Early Years System Management Profile

This service is responsible for the development of an integrated early years system in response to local needs and provincial guidelines. This includes the development and implementation of a 5-year community plan and the development and ongoing management of Child and Family Centres. Activities include system planning and development and community provider funding.

This service is achieved collaboratively through widespread community partnerships.  The goal is to develop a responsive, high quality, accessible and increasingly integrated early years system of programs and services for all children and families.

Is Anyone Better Off? (impact)


  • Being “the best place to raise a child” means we want our children to do well. How children are doing is a result of everything happening in their lives. Services funded by the City are only a small part of that.
  • The Early Development Instrument (EDI) gives us a picture of how well children are developing before they begin Grade 1. We look at vulnerability – children not doing well. We want this as low as possible.
    • Overall (any area of development): 30.7% - Stable since 2005
    • Physical Health and Well-Being: 18.4% - Stable since 2008
    • Social Competence: 10.9% - Stable since 2005
    • Emotional Maturity: 12.3% - Worsened 2.9 points (30%) since 2010
    • Language and Cognitive Development: 6.4% - Improved 2.8 points (30%) since 2010
    • Communication Skills & General Knowledge: 9.4% - Improved 4.7 points (33%) since 2010
