Affordable Housing Development Project Stream Application

The creation of the Affordable Housing Development Project Stream is to organize new affordable and supportive housing construction projects on an annual basis to meet the objectives set out in the Housing Sustainability & Investment Roadmap (HSIR), the Housing and Homelessness Action Plan, and Council Priorities.
The Project Stream provides a clear and transparent process in the City’s funding allocation decisions, which we believe will satisfy requests to have a more streamlined process so that all potential affordable housing providers have an equal opportunity to pursue available funding.
Applications will be prioritized and reviewed on a first-come, first-served basis at the end of each quarter, ensuring a fair and timely evaluation.
Submission Deadlines
- First Quarter Review Period - Applications must be submitted by March 15
- Second Quarter Review Period - Applications must be submitted by June 15
- Third Quarter Review Period - Applications must be submitted by September 15
- Fourth Quarter Review Period - Applications must be submitted by December 15

- Articles of Incorporation stating that providing housing is the primary objective of the corporation
Organizations submitting an application must be an active non-profit, in good standing, whose articles of incorporation indicate that providing housing is the primary objective of the corporation. The legal name must be consistent with the rest of the application. - Certificate of Non-Profit Status issued in the past month

The legal name must be consistent with the rest of this application. The certificate can be ordered at Ontario Business Registry. - Audited financial statements for the past 3 years
Please confirm that your project meets the following program eligibility criteria:
- Is a Non-Profit Organization, Charitable Organization, or Housing Co-Operative;
- Demonstrate an understanding of residential housing development; operation of a rental housing unit(s) or ability to retain the services of an organization/consultants with this experience;
- Demonstrate financial viability or a path towards financial viability through capital and operating proformas;
- Be located within the geographical boundary of the City of Hamilton (can be located anywhere in the City subject to the City’s Official Plan and Zoning By-law policies);
- Own or have an accepted offer to purchase the subject lands. Notwithstanding the foregoing, an exemption is made where the subject lands are secured under a long-term lease (40 years) for affordable housing purposes.
- Have at least 30% of the residential units in the project be affordable rental housing meaning said units have rents, inclusive of all utilities, set at or less than 80% of CMHC’s Average Market Rent in the regional market area at the time of application submission, for a minimum of 40 years;
- Pursuing rent subsidies from the City to fill the units using the centralized waitlist at occupancy.
- Be one (1) of the following project types:
- New construction (includes additions and extensions);
- Acquisition and rehabilitation of existing rental affordable housing that is at risk of being lost; or
- Conversion of non-residential buildings (in whole or in part) to rental affordable housing.
- Affordable Housing: A minimum of 30% of the dwelling units must be at or below 80% of Average Market Rent (AMR). Review average market rent for Hamilton Census Metropolitan Area.
- Supportive Housing: Permanent housing solutions that provide 24/7 wrap-around support services specifically for individuals who are currently experiencing homelessness or are at severe risk of homelessness.
- Dwelling Unit: As outlined on page 6 of the Guide to Hamilton Zoning By-law No. 05-200.
