Canada-Wide Early Learning & Child Care agreement
In March 2022, the federal and provincial governments signed the Canada-Wide Early Learning and Child Care (CWELCC) agreement aimed at making child care more affordable for families.
The City’s Children and Community Services division worked closely with all participating child care operators to process rebates of 25% of child care fees backdated to April 1, 2022 to all families with a child under 6 years of age.
Child care fees for CWELCC participating providers were reduced by 52.75% from March 2022 rates.
Families receiving financial assistance for child care (child care fee subsidy) had their fees decreased by 50% as of December 31, 2022.

Financial Supports for Child Care
Families can apply for financial support towards child care costs for children aged 0 to 12 years. Depending on the circumstances, a family may be placed on a waitlist. If applicable, waitlist times depend on priority and funding availability.
The City of Hamilton Child Care Fee Subsidy Program is pleased to introduce a new convenient, safe and secure portal to manage your child care fee subsidy, called “My Child Care Account.”
By moving to My Child Care Account you will be able to:
- safely and securely upload your personal documents
- communicate with your subsidy eligibility worker
- receive quick and efficient service, even if your subsidy eligibility worker is unavailable
If you applied for child care fee subsidy after January 2022, your My Child Care Account was created when you applied.
If you received child care fee subsidy before January 2022, you will need to create a My Child Care Account.
As of April 30, 2023 your subsidy eligibility worker will no longer be able to email or accept documents via their City of Hamilton email. All communication and documents will be required through the My Child Care Account platform.

- Visit My Child Care Account via https://www.missioninc.com/cso/hamilton/en-ca/services
- Select “sign in” in the top right corner of screen.
- Select the “Create an Account” command.
- Complete the required information (first name, last name, date of birth, email and password) and select the “create account” button.
- Shortly after, you will receive a confirmation email from My Child Care Account. Sign into your email, find the message from My Child Care Account and click the link within the email to confirm your account.
- After confirming your account, you will automatically be redirected to the sign in page of My Child Care Account.
- Call or email your subsidy eligibility worker to initiate your account.
- Once initiated by your subsidy eligibility worker, you will be able to send messages, upload documents, and update your address on My Child Care Account safely and securely.

My Child Care Account allows you to quickly and conveniently update your address and phone number.
You can update your information in your My Child Care Account by following the below steps.
- Sign into Child Care Account via www.missioninc.com/cso/hamilton/en-ca/services
- Select the person icon and select “profile” from the drop-down menu
- Select “update address” or “update phone” to make required changes
- Complete the required changes and select the “submit” button
- You will receive a confirmation message when your address / phone number change is successful

My Child Care Account provides a convenient, safe, and secure way to send messages and upload documents to your subsidy eligibility worker. You may be required to provide documents for:
- Determining your initial and ongoing eligibility for Child Care Subsidy
- To provide verification of changes such as new employment or address changes
Before you upload any documents:
- Ensure documents are clear and legible (i.e. no blurred photos) and all required information and pages are included.
- Make sure the file(s) you want to upload do no exceed 4 MB.
- Allowed file types are: PDF (.pdf), JPG (.jfi, .jfif, .jif, .jpe, .jpeg, .jpg)
You can upload to your My Child Care Account by following the below steps.
- Visit My Child Care Account via https://www.missioninc.com/cso/hamilton/en-ca/services
- Select “sign in” in the top right corner of the screen.
- Select “Messages”
- Select the “New Message” button.
- Complete the “title” and “body” sections.
- Select the “Add Message” button.
- From this screen you have the option to upload a document by selecting the “Select Files” button.
- Choose the file you would like to upload and select the “open” button.
- You will now receive a message to show your file was successfully uploaded.
