Description of Proposal

The Official Plan Amendment application seeks to remove the subject lands (approximately 1,209 hectares) from the rural area and add the lands to the urban area. The application states that the proposed urban boundary expansion application will allow the future development of a new, complete urban community that incorporates a wide range of uses to serve the every day needs of existing and future residents.

It is important to note that Bill 150, the Planning Statute Law Amendment Act, 2023 received Royal Assent on December 6, 2023. This Act had the effect of deeming previous Ministry of Municipal Affairs and Housing modifications to the Urban and Rural Hamilton Official Plan that brought these lands into the Hamilton urban boundary as never to have been made.

Application Status: The application was received on November 20, 2024. The City of Hamilton deemed the application complete on March 18, 2025. The application was denied by Hamilton City Council at the Statutory Public Meeting held on June 25, 2025.  A recommendation report PED25179 assessing the merits of the application was prepared by City staff and submitted to City Council. The Council decision was appealed by the applicant to the Ontario Land Tribunal on July 22, 2025. Visit OLT-25-000591 for the status of the appeal.

Public Feedback
Residents were given the opportunity to share their questions and feedback on both the Elfrida and White Church applications prior to the June 25, 2025 meeting. The comments were included in the City’s Planning Division Public Engagement Summary Report(PDF, 8.41 MB).
