Hamilton’s water and sewage system has been around for more than 150 years! Our infrastructure, just like in other older cities, has many challenges and to fix and improve it, we need to keep investing money over time.

No. The City uses revenues mainly from monthly water bills and fees from different types of water or sewer permits.
Water rates will be determined during the 2026 budget process.
The City needs to invest in significant rehabilitation and upgrades to many of its water and wastewater facilities and pipes to ensure that the community continues to receive clean, safe drinking water, and that the natural environment is protected through effective wastewater treatment systems and reduction of combined sewer overflows. An added pressure comes from changes to provincial legislation which is requiring the City to replace infrastructure construction fees that have historically been paid by developers, with revenues collected from community water bills.
Hamilton’s water rates are some of the most affordable in southern Ontario. For 2024:
- In Kitchener, the average residential water account would pay $1,734 for water and wastewater services, with an additional $242 stormwater fee per year.
- In St. Catharines, the cost is $1,254 per year for water and wastewater services (stormwater services are included in property taxes).
- In Hamilton, the average residential water account would pay $965 in 2024 for all three services (water, wastewater and stormwater).
The proposed water and sewer budget for 2025 would bring Hamilton's average annual total to $1,061.50.
