Building Better
Our City is taking a major step forward in serving the community by investing in the systems that power its day-to-day operations. We will be implementing a modern and advanced Enterprise Resource Planning (ERP) system to replace the legacy Oracle PeopleSoft system that is at the end of its lifecycle.
This ERP upgrade is a cornerstone of our broader digital transformation strategy, enabling smarter decision-making, stronger operational transparency and more efficient service delivery across all departments. It will help staff work more efficiently and provide better service to residents.
While this strategic investment focuses on internal systems, its impact will be felt by residents across our City. Streamlined processes, faster access to information and improved coordination between departments will translate into more reliable services, quicker response times and a stronger foundation for innovation that will benefit the community for years to come.
This initiative is not just about technology, it’s about people. City staff will have the tools that help them work smarter, collaborate more effectively and focus on what matters most: delivering high-quality programs and services to our community. By reducing manual processes and improving information and workflow, the ERP will make everyday operations smoother for staff and, ultimately, for our residents. It will allow us to adapt to evolving community needs, support innovation and strengthen trust with residents now and in the future.
The ERP supports critical City functions such as finance, procurement and human resources. It was nearing the end of its life cycle and was going to need to be replaced within the next few years.
Since the ERP system has not been available, City staff have kept services running using temporary solutions and manual processes. However, some important features and functionality required are not available in these temporary solutions.
Key Benefits
The City is replacing temporary systems with a current, reliable ERP system to restore full financial and HR functionality. This project is part of our Build Better vision, creating a secure, efficient and accountable foundation that strengthens how the City delivers services to residents.
The Oracle system is part of the foundation to reimagine public service delivery that is robust and value-driven including system modernization that will enable:
- Process payments and invoices faster,
- Reduce paperwork, delays, and ensure enhanced accuracy,
- Improve financial transparency and accountability,
- Further enhance how the City protects financial, vendor, and employee information,
- Provide regular feature updates that can continue to enhance how the city delivers its financial, human resources and procurement processes, as well as timely financial reporting.
Our Selection: Oracle and Deloitte Inc.
The City selected Oracle Fusion Cloud as the new ERP system which included Deloitte Inc. as the implementation partner through a cooperative procurement process through the Ontario Education Collaborative Marketplace (OECM).
The process complies with the City’s Procurement Policy and trade agreements. The City also has familiarity with Oracle products.
A cooperative procurement process is a purchasing strategy where multiple organizations work together to buy common products or services. Instead of each group running its own bidding process, one organization takes the lead and sets up a contract that everyone can use. This approach:
- Saves time because it is only one bidding process.
- Saves money because it leverages group purchasing; buying in larger quantities often means better prices.
- Ensures compliance with procurement rules and trade agreements for fair procurement.
Using OECM allowed the City to find the right solution while meeting all public sector and trade agreement requirements. It also gave the City access to three pre-approved suppliers, ensuring a competitive and fair process. To ensure fairness and due diligence, the City used an independent expert which validated the decision by OECM.
The OECM is a not-for-profit group purchasing organization that helps public sector organizations save money and follow fair, transparent rules. The City has been an OECM member since 2016. Over 300 municipalities and all of Ontario’s education sector use OECM services.
