Enactment of Municipal Act Charges By-laws for Better Homes Hamilton Program
The City of Hamilton is considering the adoption of a By-Law to impose a charge pursuant to Section 36.14 of Ontario Regulation 586/06, enacted under the Municipal Act, 2001, S.O. 2001, c. 25 for the recovery of the costs associated with the loans disbursed to the participants (“benefitting properties”) of the Better Homes Hamilton Program, which is a residential energy-efficiency retrofit loan program administered by the City of Hamilton.

Review a Draft of the proposed By-law
Members of the public who are interested in appearing before the General Issues Committee on April 15, 2026, either virtually, in person or by video submission are required to submit a Request to Speak before a Committee of Council.
Deadlines:
- Requests to appear virtually or in person will be accepted up to 12 noon on April 14, 2026. Delegates will be heard in the order that they are received. Video submissions must be received no later than 12 noon on April 13, 2026.
- Delegates will be limited to presentation time of 5 minutes.
- Written Submissions will be accepted by email, mail or fax and must be received no later than 12 noon on April 14, 2026, for inclusion on the April 15, 2026 General Issues Committee agenda.
