1 Executive Summary
Hamilton faces an increasing demand for affordable housing due to population growth and
rising housing costs. This proposal introduces a collaborative model where the City of
Hamilton, private investors, and Sapien Homes work together to deliver affordable housing
units, reducing housing waitlists and strengthening communities. The project aligns with the
City’s Housing and Homelessness Action Plan (2013–2023) and future strategic objectives,
focusing on mixed-income communities, social inclusion, and long-term affordability.
1.1 Proposed Partnership Model
• City of Hamilton:
– Provide City-owned land for development.
– Offer streamlined approvals and regulatory support.
• Private Investors:
– Fund the construction and infrastructure.
– Share financial returns from the project.
• Sapien Homes Inc:
– Design and construct cost-efficient, energy-conscious homes.
– Manage project delivery and quality assurance.
2 Strategy
We propose starting this initiative on a small scale with a limited number of investors. This
allows for efficient management, faster execution, and measurable results in the short term.
The model is designed to be a win-win for all parties involved: the City of Hamilton benefits
from increased affordable housing, investors receive stable returns, and Sapien Homes builds
its expertise and credibility. Once the pilot phase demonstrates success, the model can be
expanded to a larger scale, attracting additional investors and delivering even greater impact
across the community.
