The City of Hamilton has completed the Barton Street and Fifty Road Improvements (BFI) Municipal Class Environmental Assessment (Class EA) Study. The BFI Class EA Study confirmed widening of both roadways and infrastructure improvements needed to manage existing and future transportation demands for the Fruitland Winona Secondary Plan area. The Study satisfied Phase 3 and 4 requirements of the Municipal Class EA, as well as Phases 1 and 2 requirements for potential future improvements to the CN Rail crossing at Fifty Road. Phases 1 and 2 of the BFI Class EA Study were fulfilled as part of the Stoney Creek Urban Boundary Expansion Transportation Master Plan (2008).
Location: The study area is roughly located along Barton Street Right-of-Way, with the proposed width of 40 m (including a 4 m Wide Pedestrian Promenade), between the intersection with Fruitland Road and Fifty Road, and along Fifty Road – improvements to include widening between QEW and Highway 8, and CN Rail crossing.

The BFI Study was undertaken in accordance with the Municipal Engineers Association’s Municipal Class Environmental Assessment Document (MCEA, 2001, last amended 2024) and fulfilled requirements for the following projects:

The Environmental Study Report (ESR) for the BFI Study provides a full account of the planning and decision-making processes associated with the recommended improvements and includes the anticipated phasing of improvements along Barton Street east of Lewis Road.
Public Comment Period
By this notice, the BFI ESR is being placed on the public record for a 45-day calendar day review period. From June 19 to July 30, 2025. The ESR and its appendices are available for review below, etc. and hard copies can be viewed at the following municipal locations:
